  • Phelps Health in Rolla will receive $4 million in funding from the state of Missouri to build a new Emergency Medical Services (EMS) base and helipad. The new facility is projected to cost a total of $5.4 million. The Missouri General Assembly and Gov. Mike Parson approved the funding through House Bill 3020, an appropriations bill for the state’s American Rescue Plan Act (ARPA) funds. Missouri received approximately $2.7 billion. The location of the new EMS base is proposed to be between 13th and 14th Streets, within close proximity to the Phelps Health main campus and its Emergency Department. The new ambulance base also will provide room for the Phelps Air crew, and the project includes building a second helipad to allow for quicker response to emergency situations.
